NEWS ADVERTORIAL, DIMADURA — The Sumenep Regency Government (Pemkab Sumenep), East Java, continues to attract investors to develop the hospitality sector at the eastern tip of Madura Island. One of its flagship projects is the construction of Cozy Hotel 4 Star, a four-star hotel projected to become a new icon in Sumenep’s hospitality industry.
The hotel is planned to be built on the former site of Hotel Utami, located at Jalan Dr. Cipto No. 1, Kolor, Sumenep Regency, which is an asset owned by the regional government. The Head of the Investment and One-Stop Integrated Services Office (DPMPTSP) of Sumenep, R. Abd Rahman Riadi, through the Head of Investment Division, Herman Hariyanto, emphasized that the project will follow an investment partnership scheme.
“Since this is a government-owned asset, a partnership contract must be proposed first, including its duration. The entire process will be overseen by the General Government Division and Bapenda to determine the contract value. Our role at DPMPTSP is only to facilitate the licensing process,” Herman explained, Tuesday, February 25, 2025.

Cozy Hotel is designed to feature 50 standard rooms and 3 suite rooms, complete with a restaurant, café, and strategic access to various tourist destinations in Sumenep.
The project will undergo several technical stages, including coordination with BKAD for asset management, Bapenda for tax and retribution matters, and PUTR for spatial planning and zoning regulations.
Herman added that the project is included in the Sumenep Investment Project Ready to Offer (IPRO) document, which is regularly presented at the annual Sumenep Investor Summit.
“We have compiled detailed data on the investment potential of Cozy Hotel 4 Star, including the required capital, investment return projections, and its economic impact. This is part of our strategy to attract investors through a professional approach,” he said.

Apart from the hotel project, Pemkab Sumenep is also preparing investments in the tourism sector, such as Slopeng Carnival and Sumenep Beach Water Sport at Slopeng and Lombang Beaches. These efforts aim to boost the region’s economic growth through partnerships with investors.
The Sumenep Regency Government is open to entrepreneurs interested in investing through asset utilization partnerships, rather than asset sales. Interested investors can access licensing and consultation services at the Sumenep Public Service Mall (MPP).
